Abstract
A Case Study: Creating a Community-Based GIS System Track: Community Projects and Partnerships Author(s): Eugene Anton The purpose of this paper is to identify the characteristics of GIS in a community setting and to report on a current Santa Ana, California, project. The lead agency will be the Santa Ana Empowerment Corporation in conjunction with the City of Santa Ana. The paper will chronicle the efforts (successes and failures) to open the city's GIS system to the local community members for the purpose of empowerment. Some of the initiatives that will be pursued are providing currently censured government data to the local community and adding data provided by residents, student interns (inner-city youth), and other agencies. Organizational issues, barriers created by agencies, resources required, etc., will be examined.
