K–12 Enrollment Planning: Developing Housing Generation Factors with GIS

Arlington County, a suburb of Washington, D.C., is experiencing significant growth in population and in luxury housing units. Simultaneously, the county has seen a considerable loss in affordable housing as well as a decrease in K–12 student enrollment.

Arlington Public Schools (K–12) uses GIS to monitor and predict enrollment trends based on changes to housing stock. By spatially joining student addresses to housing types, APS has created a “student generation factor,” that allows planners to predict the impact of redevelopment on student population. This facilitates decision making about personnel and other resources at the affected schools.

The generation factor process, its implications on administrative decision making, and future plans for enhancements will be presented.
