NYC’s Housing Development Programs and the Overcrowding of Public Schools

In 1988, New York City embarked on a large-scale program of affordable housing development that has to date created or assisted 200,000 housing units citywide. This paper by a housing director of a community-based nonprofit examines the impact of concentrated multifamily housing creation in formerly devastated neighborhoods on the local public schools. Neighborhoods of concentrated housing development clusters were defined by the mapping of dwelling unit count increases by year. Census variable data raster surfaces were created from block group and tract centroids for the development time periods and the changes mapped using the Raster Calculator. Demographic shifts coupled with population increases were juxtaposed with New York City Department of Education data on student transfers, capacity, and enrollment in the neighborhoods' public schools to measure impact over a 15-year period.
