Creating the Canadian Composite Learning Index

The Canadian Composite Learning Index (CLI) represents the current state of learning across Canada. A high CLI score for a community or region indicates that learning conditions in the area favor economic growth and social well-being. The CLI is a linear and geometric combination of several indicators describing the state of learning. These indicators are aggregated using unequal weights to maximize the correlation of the composite to a set of socioeconomic outcomes dependent on learning. Each indicator and outcome is based on data describing either geographic polygons or point locations. All spatial data is converted to meaningful rasters using a variety of techniques including smoothing, kriging, and network analysis. Structural equation modeling techniques use these rasters to determine the optimal aggregation weights. The resulting map, which is a weighted combination of the original rasters, is provided online with detailed geopolitical information and transportation networks.
