School districts across the country include within their boundaries significant parcels of land that the federal government has removed from local tax rolls. Exempt from local property taxes these school districts face special challenges, operating with less local revenue, while still required to provide quality education to their children and meet the requirements of the No Child Left Behind Act. Section 8002 of the Impact Aid program provides assistance to these school districts.

The Muroc Unified School District (MUSD) in Kern and San Bernardino counties has nearly 75 percent of its land designated as federal or other nontaxable acreage, the majority (61 percent) being Edwards Air Force Base. Using ArcView 9.13 and SAS-Esri Bridge with county assessor parcel data, the Kern County Superintendent of Schools Research Services Department is assisting MUSD applying for Section 8002 Federal Impact Aid funding. Preliminary figures estimate $3 billion in calculated federal-assessed values.
