Some existing Navy emergency management functions combine manual and automated administrative systems. A limited few use disparate legacy records management systems and computer-aided dispatch systems. Current paper-based records management systems lack intra- and inter-departmental systems interoperability, and reduce data visibility. This lack of coordination and visibility impairs responsiveness to administrative functions. The lack of or limited Computer Aided Dispatch (CAD) systems impair the shore installations and the region’s public safety and emergency management personnel collaborative response between dispatch centers and first responders.

The Navy Emergency Response Management System (NERMS) is a consolidated Computer-Aided Regional Dispatch system that combines traditional First Responders with modern CAD/GIS real-time services. Implementation of NERMS provides an integrated, scaleable and expandable enterprise system planned to support First Responders at Navy shore installations. NERMS is currently live in CNRSE dispatching for NASJAX and NS MAYPORT.
