DiasterAWARE–Decision Support Applications for Disaster Early Warning and Response

The Pacific Disaster Center’s GIS-based Decision Support System (DSS) is used by disaster managers around the world. Its value is frequently driven home during large-scale disaster events such as those experienced in Haiti (7.0 Mw, 12 Jan 2010) and Chile (8.8Mw, 27 Feb 2010) earlier this year, and in the Pacific last year (Manila flooding, Sept 2009; Samoa tsunami, 29 Sept 2009; Padang earthquake, 7.6Mw, 30 Sept 2009). A key lesson from these events is that processes and relationships must be in place before disasters strike to effectively manage information flow in their immediate aftermath. PDC’s DiasasterAWARE includes a robust decision engine to automate the analysis of alerts from authoritative agencies, run consequence models, and publish geospatial information from distributed sources using map services.
Examples will illustrate how DisasterAWARE applications were used to support response efforts in Haiti and tsunami warnings in the Pacific following earthquake in Chile.
