LA Clear- Using GIS to Comprehnsively Address Criminal Street Gangs

Gangs are always about geography- and the dynamics of controlling geography for power, respect and illicit gain. GIS is, therefore, a natural part of an anti-gang strategy. LA Clear is the Los Angeles City/County Community Law Enforcement and Recovery (CLEAR) Program. This program was launched in 1996 as part of the President's Anti-Gang Initiative. The goal of the CLEAR Program is to reduce gang activity in Los Angeles. The target areas are selected based upon the severity of gang crime in that area. LA Clear includes respresentatives from five different police agencies who form a CIT (community impact team) that is housed in the gang area. The focus of the police component is to implement gang enforcement strategies, provide visible patrol, make arrests, investigate gang crime and divert at-risk youth. This presentation will discuss the value of GIS at LA Clear in targeting, identifying and successfully abating LA gang crime.
