Many communities have high threats from natural disasters that can overwhelm their community's response efforts. In the case of a catastrophic natural disaster, the regional and state response efforts will require augmentation by the Federal Government. Under the umbrella of the Federal Response Plan (FRP), various Federal agencies are assigned to lead response efforts augmenting state and community resources. Through the use of "HAZUS", FEMA's standardized hazard event GIS modeling software, the South Pacific Division, U.S. Army Corps of Engineers is improving response plans to support FRP Emergency Support Function #3, their assigned FRP functional area of "Public Works and Infrastructure". Regionalized partnerships are forming due to participation in "HAZUS" user groups working to form common acceptable realistic disaster models which support response planning. This deliberate response planning results in a more rapid and effective community response to natural disasters. The modeling and planning methodology used is applicable to all functional areas responding to a catastrophic disaster in any community.
