In this paper, a data model for a linear referencing system is systematically studied in GIS-T. Two key problems, a linear reference datum and dynamic segmentation, are then discussed. A new method to develop a linear reference datum is presented with the least square adjustment method. Object-oriented data models for the linear reference system are presented with the linear referencing system as a complex spatial object. Based on this, an improved road curve feature-oriented dynamic segmentation model is presented. A GIS-T prototype system using ArcView GIS is developed to support highway accident management. The location and analysis of highway accidents are analyzed by taking a practical case study as an example.
