Substantial portions of the production, conflation, or use of the USGS National Hydrography Dataset in ArcInfo format can benefit from an in-memory model of the relationships between the features. A variety of tools developed in our operation utilize these concepts to very significantly enhance the speed and accuracy of interacting with the data for conflating, quality checking, creating, or analyzing the data. This paper describes the underlying in-memory data structures.
