Development of an effective GIS-based crime analysis system depends on how the system is installed and how well police officers and crime analysts are trained to utilize the software. Major factors determining the effectiveness of the system include (1) quality of a digital street map; (2) availability of concerned features such as banks, parks, shopping centers, bars, gas stations, schools, and others; (3) accuracy of the map of beats and reporting districts; and (4) organization of crime incident data. A rigorous training program must cover such issues as data importing; incident selection; spatial selection; linking multiple databases; and generating maps, charts, tables, and reports. This paper describes the empirical installation and training of an ArcView GIS-based crime analysis system at Riverside County Sheriff's Department.
