Orange County Property Appraiser's Office (OCPA) in Orange County, Florida, developed a custom ArcView GIS 3.1 tool called ProMap to facilitate the property appraisal process. The focus of the application is to provide value-added information essential to the appraiser. ProMap, using Avenue code created at OCPA, automatically performs a variety of appraisal analyses and displays the results on the County's basemap. Analyses built into the application include comparable sales, appraisal sales ratios, land use classification, and neighborhood classification. This application also provides the Appraisal Services Department with an effective tool for performing quality assurance including verification of tabular CAMA information and identification of common neighborhood types. ProMap connects to the spatial data layers (GIS) and property information database (CAMA) through Esri's Spatial Database Engine (SDE) and Oracle. All of the results can be plotted in a variety of sizes on different color ink-jet printers. Other noteworthy application features include a variety of database search methods, SQL, and numerous buffering capabilities, making this application appealing to other County agencies such as planning, utilities, and public works. The Avenue code and direct read-only connections to OCPA's SDE server will be made available to all OCPA GIS partners via the County's Intranet.
