Paper Development of a GIS-Based Emergency Planning System

Argonne National Laboratory, a Department of Energy research facility, has developed an emergency planning GIS to support the U.S. Army Chemical Stockpile Emergency Preparedness Program. This system provides for easy production of maps, reports, and analyses for the development and revision of emergency response plans. To develop the database, facilities, and populations of concern in a six-county area around Anniston Chemical Depot, Alabama, were identified and geolocated using geocoded addresses. Geocoding accuracy was enhanced by using local databases to improve TIGER street data. A customized user interface was implemented in ArcView GIS, with most of the database residing in Oracle.
