In 1997, the U.S. Forest Service began developing a resource strategy to identify people's interests in the Chugach National Forest, the second largest forest in the United States. More than 2,000 people were involved in developing the strategy, which included topics such as snowmobiling, skiing, brown bear habitat, mining, logging, and tourism. This paper addresses how novel processes using CD-ROM and Web GIS were used to identify common ground and resolve conflicts.
