For more than a decade, Utah County has struggled with the problems associated with sliver and doughnut polygons created from overlapping COGO-generated parcels in ArcInfo LIBRARIAN or ArcStorm. By converting each parcel into over 130,000 separate coverages that contain only minimal spatial data, joining them together via a "coverage catalog," and linking them to SDE/Oracle tabular data by their serial number, Utah County has developed a truly temporal parcel database free from problems of overlapping polygons and intersecting traverses.
