Applying GIS for Social Services: A Case Study of Monterey County's Child Care and Housing Priorities

GIS has been widely used to assess the quality and necessity of social services by various government agencies and community organizations. Most of the existing approaches start with mapping the current demographic characteristics and the distribution of related social services, then identifying service gaps and spatial mismatches between the demand and supply. In this article, we introduce a more comprehensive approach for examining and forecasting the needs of a particular social service. Our analyzis employs cartographic modeling using the ArcView Spatial Analyst and ArcView 3D Analyst extensions to analyze the spatial interplay of a variety of social, economic, and demographic variables. We will illustrate our modeling process with a case study that assesses child care services and housing priorities for Monterey County.
