Environmental Planning for a Dynamically Changing Environment

Many of the contemporary planning processes are not necessarily the best approaches for the dynamically changing environment. I propose the dynamic planning scheme to eliminate the staticness of the current environmental planning practice. Dynamic planning would provide a framework to integrate data about the environment timely, to analyze and detect the changes, and to respond to them quickly. It would speed up the response time to environmental changes without much additional costs thanks to new technologies. I will apply the dynamic planning scheme to hill fire management in the San Francisco Bay area using GIS and remote sensing technologies.
