The existing customer-location algorithms of cost proxy models used by regulators and phone companies to estimate the Universal Service Fund show major inaccuracies. Remote imagery and GIS have been used in Colorado as a direct method of locating customers for input into cost proxy models to estimate forward looking economic costs of hypothetical local telephone network systems. The methodology involves one-meter and five-meter imagery with GIS geocoding optimization algorithms.
