These forecasts are created at the transportation analysis zone (TAZ) level. This paper addresses the process used to further disaggregate this data and to assign the data to quarter-acre grid cells based on multiple criteria including whether the cell represents developed or vacant land, current zoning, observed refill rate, and theoretical upzone densities. |
