Panel Discussion:
The California Board of Registration for Professional Engineers and Land Surveyors (BORPELS) oversees sections of the Business and Professional Code that define acts that may only be performed by a licensed land surveyor. These acts have been interpreted to include creating and maintaining a GIS land base! A two-year process has been underway to change this interpretation and the text of the governing law. This presentation and discussion will seek your opinion and participation.

Should BORPELS have such jurisdiction? Would GIS data require public protection? Should GIS basemaps be certified for accuracy? Should GIS professionals be certified? What for? How can the GIS community effectively change the current regulations?
