It is CHART's mission to improve efficiency and safety on Maryland's major highways through the application of ITS technology and interagency teamwork. The CHART program relies on communication, coordination, and cooperation among agencies and disciplines, both within Maryland and with neighboring states, to foster the teamwork necessary to achieve our goal. It was the first State wide ITS program in the United States (others are focused on regions or metropolitan areas). It serves a primary coverage area comprised of two major urban centers (Baltimore and Washington, D.C.) as well as two other urban areas (Annapolis and Frederick).

Enterprise Information Solutions, Inc. (EnterInfo), was hired by the CHART center to provide consulting services, which led to the development of an Intranet-based Web mapping site as part of the Emergency Operation Reporting System (EORS). The Web-based GIS site allows Maryland State Highway Administration personnel to access real-time emergency operation information in a Web-based mapping interface. The Esri MapObjects IMS-based Web site displays GIS layers including the highway basemap, snow emergency plan status, construction and weather-related road closures, and real-time road condition sensor information.
