This paper presents a Visual Basic and MapObjects application developed to support water quality modeling in EPA's ArcView-based BASINS modeling system. The TMDL (Total Maximum Daily Load) Toolkit operates as an ArcView GIS extension or in stand-alone mode and supports several hydrologic functions. These include stream pointer rectification, optimized removal of pits using linear programming, reconciliation of flow directions with stream shape files, scalable watershed delineation based on stream ordering; and an advanced method for converting grid-based watersheds to polygons.
