Organizations that begin their GIS implementation with a plan perceive greater success than those that implement without a planned approach. Most organizations don't have a complete inventory of their data sources and the data's condition. A rational planned approach requires accounting for these factors prior to GIS implementation. A needs assessment phase helps organizations prioritize and understand what they really want in order to accomplish their mission. After data gathering, a goal setting outline leads to recommendations, which specifically outline the steps that need to be accomplished or items that need to be procured to implement the GIS.
