Paper  GIS: The Foundation of the Utility Corporate Business in a Deregulated Environment

This paper presents an innovative approach in developing an enterprise GIS project for a group of companies in the electricity and water business operating in a deregulated environment. The balance requirement between the supply and demand side is dictated by the engineering physics principles of the power industry and water supply. This constraint imposes to the generation, transmission, and distribution companies, which are operating in a private market, to develop a comprehensive data warehouse and to build a strong information system platform. The GIS technology is unique in processing the data to cope with the flow of the product throughout the geographic locations of the electric lines, transformers, reservoirs, pipes and other equipment to reach the consumers. The development process of the GIS project from the conceptual level to the detailed application activities is discussed. At the corporate management level the GIS is the heart of the decision processing and support, whereas at the user level the GIS is becoming a basic tool to execute the day-to-day utility activities in the digital age.
