Abstract
Wayne County, Michigan's GIS Technical Training Program

The paper focuses on the County-wide GIS Training Program developed by the Institute for Community and Regional Development at Eastern Michigan University and Wayne County's GIS Management Unit. The program was created to incorporate an understanding of the complexity of successful enterprise GIS implementation within Wayne County departments, from both management and operational staff perspectives. The elements of the training plan include initial assessment of employees, assignment of GIS user function to individual employees, educational recommendations based on GIS user function, designation of a business process expert per department, creation of a communication network for technology transfer through the implementation of user groups per GIS user function, and delivery of necessary training.
