Creating and Managing a GIS Projects Division in Loudoun County, Virginia

Loudoun County purchased a GIS in 1986 for parcel and environmental mapping. In the early 1990s the focus of GIS became land records management, and analysis all but disappeared. Rapid growth in the late 1990s brought about the purchase of adevelopment rights project, comprehensive plan revision, and the recognition of the value of GIS. A new mapping development and analysis division was created. Since inception, this division has dealt with such obstacles as a tight labor market, data accuracy and maintenance issues, customer expectations and education, and management of multiple projects.
