Abstract


When Planning Can't Afford to Fail: Use GIS and Build Consensus

This paper identifies a new trend in fast paced public planning efforts, thus planning efforts that cannot afford to fail. Increasingly, public planners find themselves sequencing a whole series of planning projects such that a failed link in public approval has the potential of negating much broader efforts. The process required to ensure that those "step" projects succeed benefits greatly from the use of GIS and its capacity to create consensus even when the issues are very contentious. This presentation uses a case study called "The St.Vrain Greenway Master Plan," a seven-mile greenway through private property as an example of how a process can be structured to produce products that enjoy almost 100 percent consensus from participants, thus guaranteeing ultimate approval. This process uses GIS predictive models that incorporate public values derived from public surveys to produce "spatial expressions" of community will. The audience will be exposed to valid public process techniques as well as innovative applications of GIS technology.
