Abstract
What's So Difficult About Cadastre? ALKIS Meets ArcGIS

German survey authorities are currently finalizing the specifications for the new German cadastral information system ALKIS. These specifications are based on ISO and OGC standards and on an extensive analysis of the current cadastral system. These include a large catalog of database objects (more than 200 classes), database update based on OpenGIS specs (GML, Web Feature Server), 2D topology, requirements for pessimistic locking, and complete feature-based historization. This paper discusses some of the technological issues faced in implementing ALKIS on top of ArcGIS 8.1.
