Abstract

Recovering Missing Children Combining LOCATER with a Mapping Component
Track: Law Enforcement and Criminal Justice
Author(s): Geraldine Kochan

In 74% of missing-child homicides, the child is murdered within the first 3 hours. The National Center for Missing & Exploited Children has developed the Lost Child Alert Technology Resource (LOCATER), an advanced computer program, that enables law enforcement to quickly create posters and disseminate the images and information about missing and abducted children to other law enforcement agencies, the media and the public. Using ArcIMS, the LOCATER GIS-enabled website is linked to

a map of participating law enforcement agencies. The map allows the responding officer to quickly access and alert others about missing child cases by automatically E-mailing posters.
