Abstract


Cultural Assimilation of Geospatial Information Practices: The USAF GeoBase

Organizational adoption of geospatial information technology cannot occur without a corresponding change in the organization's information behavior. Numerous meta-research studies of IT abandonment point to the failure of the 'orgware' to adapt to the 'hardware' and 'software'. The USAF GeoBase Program has successfully demonstrated how geospatial technologies can be rapidly assimilated as a core information service simply through more effective 'cultural packaging'. This paper will outline how over a period of less than 12 months, the USAF GeoBase was inserted into the operational Air Force culture and transformed from an academic research initiative to a highly regarded mission information system endorsed by the highest levels of the Air Staff.
