Abstract


A Common Sense Approach to Enterprise GIS Strategic Planning in Philadelphia

Now that we've built a distributed, integrated, and networked enterprise GIS, the nation's fifth largest city has stepped back and developed a strategic plan for GIS that looks 3 to 5+ years out and charts a very interesting course. Creating the plan has been mostly an internal effort, completed on a very limited budget, and in a relatively short timeline. The City's ability to do this is largely credited to its GIS experience over the past decade. Is this approach right for your city? This paper discusses the approach, organization, budget, and implementation strategy for this plan.
