Abstract


Disaster Simulators of Prime Ministries National Crises Management Center

Since 1990s, Turkey has shocked with numerous natural and human caused disasters. Izmit earthquake, which has 7.4 magnitude and caused more then ten thousand deaths, Duzce, Ceyhan and Erzincan Earthquakes, Floods in south, west and north costs of Turkey like Hatay, Rize, Antalya, Izmir, Icel (600kg/m2 within a week), Mud flood in Isparta and Bartin cities, detonation of explosives fabric in Kirikkale, one of the heaviest winter season in 2001 are only the major ones. The required huge amount of support for intervention of disasters like rescue operations, food, clothing and housing requirements and exploiting debris can not be supported adequately only by local government resources. As a result, Government of Turkey, considering to settle a new organization to support any disasters, either natural or human caused, in any part of the country, which is known as Crises Management Center (CMC). Disaster simulations will be the part of CMC softwares to make necessary preparations to possible disasters, to minimize the dangerous effects of human operations and to estimate the results of disasters. The geographic nature of disasters requires the use of GIS technology. So GIS based natural and human caused disasters are modeled and their simulations are developed for CMC system.
