Abstract
Mobile Applications Improve Customer Service in the City of Phoenix Water Department

The City of Phoenix is the sixth largest conurbation in the USA and the fastest growing over the last decade. This growth has been accompanied by the rapid development of supporting water distribution and wastewater collection infrastructure. Information has been at the heart of the Water Department's philosophy for many years, but there is now the opportunity to leverage this information by serving it to the 450 field crew members and their supervisors. GIS (ArcInfo), Computer Maintenance Management Systems (CMMS), Water Customer Information System (WCIS), SCADA, and the Laboratory Information Management System (LIMS) will all be served to remote computing platforms in an integrated user orientated form so that field personnel can respond more effectively to customer needs. The implementation project (initially targeted at GIS and CMMS) includes a staff information/communications program, a detailed assessment of user needs and business practices, evaluation of alternative hardware devices, communication infrastructure, middleware, and application integration issues. A pilot application was developed early in the project as a means to demonstrate functionality and potential to the field crews and to get their early reactions to the system. Full implementation of the GIS and maintenance management application will proceed over the next year and it is envisaged that the system will be extended to include SCADA and LIMS data in 2003.
