Common Sense and "Cartoon" Parcels: GIS Success at Kirkland, WA

This paper discusses how GIS parcel mapping based on legally recorded surveys eventually results in generalized or "cartoon" cadastral map features, but with minimal effect on the user. The City of Kirkland, WA, adopted a common-sense approach to developing a well-designed, easily maintained, and accurate parcel data layer as a repository and interface for land records of all types. The City project team faced the usual challenges of disparate records of survey, incomplete control, competing business needs, limited budget, and software migration issues. The paper describes the successful project outcome and clarifies many of the GIS "myths" surrounding parcel mapping.
