Abstract


GIS and Related Technologies for Local Government in Brazil: An Optimized cost-benefit relationship

The authors describe the importance of providing a goegraphic context within a system for general administration and management of local government operations, while optimizing the associated cost-benefit relationship. For city and county governments accustomed to dealing primarily with digital maps obtained through aerial photogrammetric process and with other paper documents and non-graphic records, the introduction of an itelligent GIS component and an alternative mapping process offers many advantages. Increasing efficiency of public services, ability to develop and manage a master plan, and accountability for revenue generation through taxable property are all critical goals of municipal government in Brazil: goals which can be addressed through a combination of ArcView GIS integrated with comprehensive administration software customized for such a customer set. In addition, use of up-to-date commercially availble satellite imagery can provide an orthorectified foundation layer for municipal GIS. Specific examples will be discussed which highlight the value of orthorectified imagery to allow comaprison to compare legal property records with real world views of properties, buildings and other infrastructures visible on the ground. Intitial studies indicate that up to 20% of current records are not accurate, and such inaccuracies can significantly impact the municipal government's ability to serve it's constituents through effiecent services, and to meet local, state, and national legislation requirements relating to revenue generation through taxation. Results of a case study, developed at Sao Miguel do Iguacu, a city of 20,000 population in Parana State Brazil, indicate excellent results which may be applied to many other cities within the country as an example of low-cost solution combined with an effective outcome.
