GIS for the Beginner on a Budget

In 1998 the GIS Coordinator for the Harris County Public Infrastructure Department's Engineering Division, was asked to establish a Geographic Information System from scratch, with a limited budget. This presentation is directed to those who are new to GIS and have been asked to learn about and establish a GIS, but have no idea where to start or where to go for information. The discussion will explain what was done to established a viable GIS with no staff and a very limited budget, as well as where GIS data can be found, what kind of GIS Hardware and Software is used, how to connect with GIS support groups and how to establish a viable GIS with a reasonably small investment of time and money.
