Overcoming the Challenges of Mobile GIS and Field Computing Projects
Track: Water, Wastewater, and Stormwater
Author(s): Gabe Bey, Christopher Stern

The City of Phoenix Water Services Department launched its first mobile GIS and field computing initiative in 1998. Since then, the City, now the fifth largest in the nation, has addressed and overcome a variety of challenges in delivering GIS and mobile computing to the City's 450 field crews in water distribution and wastewater collection divisions. The purpose of this presentation is to discuss the evolution of mobile computing in Phoenix Water Services Department, highlighting the political, technical, cultural and financial challenges of implementing enterprise mobile GIS and field computing systems. The key findings related to return-on-investment (ROI) will be discussed, along with an overview of the mobile system components and Esri technologies used in the City's Mobile Application Program Solution (MAPS) project. Lessons learned, IT integration challenges, and future priorities will be highlighted to assist others in deploying Esri-based mobile GIS and field computing projects.
