Utilizing GIS and Field Computing Technologies to Improve O&M Efficiencies

Since the early 1990s, Calleguas Municipal Water District (CMWD), Southern California's 4th largest wholesale water utility has been aggressively implementing multi-million dollar capital improvement projects to ensure its constituents receive adequate, high quality and reliable water supplies. This program has increased O&M responsibilities, challenging the organization's resources to function at higher levels of efficiency to accommodate population growth and increased demands on its infrastructure. Recognizing the value of recent developments in GIS technologies and web-based field computing, CMWD embarked to implement an IT solution to improve infrastructure maintenance and overall service efficiencies. The program involved strategic planning, design, and installation of an integrated GIS and web-based field computing solution using a phased implementation approach. With the system in place, CMWD has access to historical information along with the capability to quantify and measure O&M activities; consequently, management is better able to organize, plan, and allocate resources to support field operations.
