The Evolution of Zoning Data Utilizing SDE and Oracle Spatial

Palm Beach County's Planning, Zoning & Building Department undertook the automation of their zoning quad maps, migrating from paper to digital format. The initial scope of this project was to create a seamless digital zoning map for simple analysis and map publishing purposes. During this effort, a re-engineering of the department was undertaken to increase efficiency and reduce redundant business processes. It became evident that spatial components would be essential for the success of this new system. As a result, the business data model was developed to include all PZB spatial data layers. Our vision is that business processes will drive the maintenance and update of our spatial data layers. Our paper documents the journey of a project and its evolution as a result of a rapidly changing GIS environment. Technology has allowed us to create a product that will become a core part of a departmental enterprise business system.
