Creating Network Centric Situational Awareness Using ArcGIS and Tracking Server

The paper describes the architecture developed by Northrop Grumman Information Technology TASC using ArcGIS and Tracking Server to create a network centric situational awareness (SA) environment. A prototype was developed to provide key services and components allowing a variety of wireless mobile platforms including wireless laptops, wearable computers, PDAs and cell phones to share critical information. Each mobile unit can track, record, and display the location of all mobile devices on the network, so that each can see needs in a team context and respond to incidents quickly. The SA architecture also provides the capability for the mobile devices to provide peer-to-peer services, as well as the capability to reach back to the command and control node for more computationally intensive terrain services. Communications occur over a secure wireless connection, and can also include the transmission of real-time video and audio feeds.
