Databases and Algorithms to Determine the Boundary of Wyoming
Track: Cadastral and Land Records
Author(s): William Gribb, Lawrence Ostresh

Congress set Wyoming's rectangular boundary when it was designated a territory and later admitted to the Union. The surveyed boundary, however, was established between 1869 and 1882. In determining Wyoming's digital boundary, a number of different databases had to be constructed and integrated. Further, a series of algorithms had to be developed or employed to adjust the databases to the differences in datum and elevation. The typical GIS user does not question the source, accuracy, or limitations of the boundaries they use and this can have consequences in boundary determination, size, and administrative issues. The differences can manifest themselves in boundary disputes between states and counties, and complications for tax assessments and revenues based on the size errors. This project does not legally solve the problem but presents a reasonable digital solution to determining the boundary of Wyoming.
