Developing a Web GIS-Based Public Opinion Survey System Track: State and Local Government Author(s): Chul Sohn, Hyoung Kook Kimn This paper describes how ArcIMS and ArcSDE are used to develop a Web GIS-based system, which allows ordinary people to express their ideas about Korean urban planning issues through the Internet. Through the system reported here, ordinary citizens can relay their ideas about urban planning issues to local government officers with point, line, and polygon features which they generated over the Internet. This paper focuses on explaining how the system is designed and implemented in Korean planning context.
