Emergency Action Plan for Urban Flooding Using GIS

The Thunderbird Park Reservoir, which is owned by the City of Glendale in Arizona, is part of the City's water supply system. The reservoir is built above the foothills overseeing a highly developed and densely populated residential area downstream. In the event of a dam failure, the floodwaters will rush down the 4.0 percent hill slope toward the residential area and cause flooding. The development of the EAP for the Thunderbird Park Reservoir was greatly facilitated by the use of GIS. In addition to mapping the flood hazard zone, GIS has identified and mapped other important elements that are useful in the execution and management of the EAP such as traffic control points, access control points, evacuation routes and centers, high-risk properties, and area of highest concern.
