Building a Multi-Hazard Threat Database for Homeland Security
Track: Homeland Security
Author(s): David Wray

NCDA & CS has developed a Multi-Hazard Threat Database (MHTD) that was built on the North Carolina Animal Health Geographic Information System (NCAHGIS) which has been in existence for 14 years. This system has been used in such outbreak events as Avian Influenza (AI) and Pseudorabies Virus (PRV). It also has been used to assist animals at risk during Hurricane Floyd and potential Foreign Animal Disease (FAD) such as Foot and Mouth Disease (FMD). This is only possible with the information system's integration of NC Public Health, NCDA & CS, and other business partners such as the Department of Defense, Department of Homeland Security, FBI, SBI, State Highway Patrol, and North Carolina Emergency Management. The system promotes a one medicine and one GIS approach to surveillance, detection, diagnoses, and response using GIS.
