NEPAssist: A Web-Based Spatial Analysis Tool for Environmental Assessments

This paper describes the development of NEPAssist, a custom Web-based spatial analysis tool that facilitates EPA's environmental review process. The application integrates scores of databases that are hitherto hosted separately within EPA and non-EPA servers and provides a preliminary spatial assessment of a project's potential environmental impacts and serves as a tool for a new system of administrative accountability within EPA. The National Environmental Policy Act (NEPA) requires federal agencies to prepare an Environmental Impact Statement (EIS). NEPAssist contributes to a streamlined review process that potentially raises important environmental issues at the earliest stages of project development. The application includes extensive ArcIMS and Oracle Spatial customization and required an in depth examination of the structure of EPA's national, regional, and external databases.
