Global Mirror: A City Perspective on Interagency Collaboration Challenges

Global Mirror was a DHS-FEMA supported Emergency Preparedness Exercise that took place in May 2004. The exercise presented a terrorist incident scenario that crossed government jurisdictional boundaries. The jurisdictions included a federal agency, the United States Air Force, the City of Colorado Springs and El Paso County. Fire and public safety personnel from the City of Colorado Springs responded to the incident. The operations center for the city used GIS extensively to track the event as it unfolded and provide analytical support. The U.S. Air Force Space Command provided real-time access to activities that were taking place in their emergency operations center (EOC). The City and Space Command EOCs were able to communicate directly during the incident through a secure virtual network. This presentation will provide a City's perspective of what worked with respect to collaboration and what needs to be improved to attain true interagency cooperation to support emergency response.
