Global Mirror: Interagency Collaboration Challenges, A USNORTHCOM and USGS Perspective

Global Mirror was a DHS-FEMA supported Emergency Preparedness Exercise that took place in May 2004. The exercise presented a terrorist incident scenario that crossed government jurisdictional boundaries. The jurisdictions included a federal agency, USAF and two local governments. USGS and NORAD/USNORTHCOM staff acted as observers. Challenges to interagency collaboration included common radio communication protocols, different military and civil authority methods for managing the incident, and no common language to describe the geography. Extraordinary successes were also observed, including the sharing of digital situation maps, toxic plume locations, and information exchange over secure networks. In this presentation we will discuss the observations of Global Mirror from an interagency cooperation and collaboration perspective. We will also present views on how to help move agencies toward speaking a common geographic language and address issues such as data ownership and stewardship, appropriate feature scale for different emergency uses, and other data sharing issues.
