GIS System Architecture Design and Implementation: California DOT's Experience

In 2003 Caltans' Office of GIS embarked on the path of designing and implementing a new GIS system architecture to lay the foundation for the delivery of GIS services in the Department for many years to come. The system became operational in April 2004. It provides direct access to a centralized Oracle/ArcSDE database throughout the state and supports Web-based GIS applications. The new system replaces a shapefile based data library that had to be replicated from HQ to Caltrans' many districts and programs. Understanding user needs and quantifying potential network traffic and machine loads was an essential part of the design process. Once the design was developed an implementation team was formed that cut across organizational lines to include both GIS and IT staff. Collaborative work by the implementation team emphasized the importance of solid planning, effective communication, and the application of project management principles.
