Integrating a Pavement Management System with an Enterprise GIS

The residents of Newport News, Virgini, expect their roads to be properly and regularly maintained. The Department of Public Works' Street Maintenance Division is responsible for all public streets in the City. The Division utilizes a pavement management system (PMS), endorsed by the Corps of Engineers and APWA, to manage the pavement. Recently, Public Works implemented a GIS-centric asset management system. In addition to meeting the general needs of the other four Public Works Divisions (Administration, Building Services, Solid Waste, and Wastewater), the asset management system needed to address and accommodate Street Maintenance's specific pavement management needs. Public Works was faced with incorporating the existing PMS database into the GIS and the asset management systems without losing data. The flow of data between the two programs needed to be preserved, GASB 34 criteria needed to be met, and state reporting for VDOT reimbursable streets needed to be supported.
